Traffic Rules

  • In Guam, traffic drives on the right side of the road.
  • You can turn right even at a red light, so be careful and turn right slowly.
    *When there is a “No Right Turn on Red” sign or when the right-turn-only signal is red, right turns are not allowed.
  • The speed limit is 35 mph (56 km/h), but in some places it is 25 mph or 15 mph.
  • School buses are not allowed to pass on the side of a stopped school bus, including in the opposite lane. When a school bus stops in front of you and signals a stop sign, please be sure to stop behind the bus and wait for it to start.
  • When stopping, crossing the stop line or stopping with the car’s head in the road is considered reckless driving.
  • Guam’s roads are laced with coral sand and are very slippery, so please be careful when driving at the beginning of a rainstorm or in wet weather.
  • The center lane marked by yellow studs and yellow lines is for U-turns and left turns only. Please note that it is not a travel lane.
  • You will be penalized even if there are open alcoholic beverages in the car or if a passenger is under the influence of alcohol.
  • Use of cell phones while driving is prohibited.
    Use of a cell phone while driving is prohibited not only while driving, but also while waiting at traffic lights or while stopped in traffic jams, etc.
    The use of a cell phone is permitted by law when calling the police or fire department in an emergency, when using the hands-free function, or when parked in a safe place.
    Violators (first offense): $100 or more fine. A fine of $500 or more for a second offense. If you cause a traffic accident, the fine will be $1,000 or more.
